Chief of Staff (COS), WeSpark

Turning complex knowledge into clear, accessible and practical learning.

Biography

Luisa Cubides Gómez is an attorney specialized in International Law with over fifteen years of experience in the promotion, protection, and education of Human Rights. Her career has developed in complex and high-vulnerability contexts, working with public institutions, international organizations, and civil society organizations across Colombia, Honduras, and El Salvador.

Throughout her career, Luisa has combined legal practice with educational processes, developing methodologies to translate technical concepts into clear, accessible, and practical content. This ability has enabled her to design and implement learning initiatives for communities, public officials, and social organizations, covering topics such as fundamental rights, protection mechanisms, gender equality, and the rights of women and individuals with diverse sexual orientations and gender identities.

For over six years at Colombia’s Ombudsman’s Office, she contributed to the development of analytical reports on social and conflict dynamics, while leading institutional coordination efforts and training processes focused on rights protection. This experience shaped a comprehensive perspective that integrates analysis, institutional work, and pedagogy in highly complex environments.

She later served as Humanitarian Coordinator at FUPAD, where she worked on the design and implementation of initiatives aimed at protecting communities affected by humanitarian crises and displacement, incorporating educational components on issues such as confinement and sexual and reproductive rights. In this role, she strengthened her ability to structure relevant content in rapidly changing and sensitive contexts.

Her work with Lawyers Without Borders in Honduras and El Salvador marked a key stage in her professional development, where she not only designed initiatives aimed at supporting vulnerable communities, but also led training processes on women’s rights, clear and non-discriminatory legal language, and the development of project proposals for international funding. These experiences allowed her to work closely with diverse communities, adapting content to different levels of understanding and cultural contexts.

More recently, she contributed to the implementation of an analytics center for Colombia’s Ombudsman’s Office as part of an IDB-funded project. In this role, she played a key part in defining requirements, prioritizing functionalities, and validating solutions with a human rights focus, acting as a bridge between technical teams and end users. Her work helped align institutional needs with technological solutions, ensuring that developments were accessible, relevant, and user-centered.

Her academic background includes a Master’s degree in International Law from Universidad de los Andes and a specialization in Peace Culture and Human Rights from Universidad de Castilla-La Mancha. She has also completed additional training in results-based management, gender equality, gender-based violence, and digital security through institutions such as UN Women and Amnesty International.

Throughout her professional experience, she has developed a strong ability to structure complex content and transform it into clear, accessible, and practical tools, particularly for vulnerable populations. This approach has guided the evolution of her work toward the design of educational solutions with practical impact.

She is currently Chief of Staff at WeSpark, the innovation agency known for AI training that teams can measure, where she designs and structures learning content that is accessible and grounded in context. At WeSpark she also took part in the development of the Bitcoin Diploma 2.0, an educational program implemented with the National Bitcoin Office (ONBTC) and the Ministry of Education of El Salvador (MINED), aimed at teaching Bitcoin and personal finance to public school students nationwide.

In this process, she played a central role in adapting the content to ensure it responded to the social, cultural, and educational realities of the students. Her work focused on transforming technical concepts into clear, relevant, and relatable content, avoiding assumptions about prior knowledge and starting from the students’ actual context. To achieve this, she incorporated examples and references aligned with their interests and environment, facilitating understanding and strengthening their sense of ownership over the content. This approach allowed topics such as Bitcoin, often perceived as external or distant, to be understood as practical and useful tools in their daily lives, promoting not only learning but also the ability to make informed financial decisions.

In this way, her work focuses on transforming knowledge into an accessible tool, enabling more people not only to learn, but also to make informed decisions and build better opportunities for their future.
